Glimmers of Hope for Reforming Insurance Regulation Amid Ever-Expanding FAIR Plan Exposures
The continuing crisis in the homeowners market is inextricably linked to the growing exposure of the California FAIR Plan and potential catastrophic loss.  Hear FAIR Plan President Victoria Roach describe the challenges, role of the FAIR Plan, its efforts to do its part in this unprecedented insurance crisis, and upcoming changes to the FAIR Plan in 2024.
 
Victoria Roach has served as president of the California FAIR Plan since March 2022. She joined the FAIR Plan in 2019 as vice president of underwriting and product and later became senior vice president of business operations.  As president, Victoria advocates for the California Fair Plan’s key role as a temporary safety net for customers unable to find coverage in the admitted market. 
 
Steve Young serves as Senior Vice President and General Counsel of IIABCal.  Steve provides counsel on all corporate legal matters affecting the non-profit trade association and its subsidiaries, represents the interests of independent insurance agents and brokers at regulatory hearings conducted by the California Department of Insurance and other state agencies, coordinates the Association’s involvement in litigation affecting producers, and provides legal research and support to legislative advocates.
